Apathy of PMC towards PMPML

However, the Pune Municipal Corporation (PMC) does not have public transport system on its priority list; this is evident from the state of affairs of the Pune Mahanagar Parivahan Mahamandal Ltd (PMPML).

The PMC has long neglected public transport facilities because of which, people who use the public transport, cyclists and pedestrians have to suffer a lot. Parisar, an environmental group in the city observes that if this continues in the future, it will give rise to more pollution in the city.

Parisar recently analyzed budgetary allocation for the public transport sector made by PMC for the year 2011-12. It discovered that sufficient amount of funds have been allocated to the transportation system, that is about Rs. 920.6 crore. However, the PMC has still not been able to solve the commuters using public transport. This amount is supposed to be utilized for the several projects including building footpaths, parking facilities, building concrete roads, tarring of roads and road repairs. A lot of money has been spent on building flyovers and roads but nothing much has been done to decongest the roads by introducing a better public transport system.

The total budget amount allocated from the budget for the public transport is less than 30 percent; this is even less for non-motorized transport, and that is 15 percent. The program director of Parisar, Ashok Sreenivas thinks that the more funds should be allocated to the transport. Had this been done in the previous budgets, the various plans made by the comprehensive mobility plan (CMP) for the city, would have been achieved; the various targets for CMP were lengthening of footpaths, increase in the number of buses, building cycle tracks, and developing BRT routes.

Although Pune has been the first city to initiate the concept of bus rapid transport (BRT), the PMC has not yet made a separate department to look after the management of the BRT even after five years of initiating the project. PMC has not missed several deadlines to complete the project. The report also states that there is lack of coordination between the PCMC and the PMC, which has hindered the implementation of the BRT system. Most of the funds allotted for the BRT have been used for the widening of roads.

Parisar observes in its report that although an 82 km of cycle track exists on paper, it is almost impossible for cyclists to use this track. This is because there are many obstructions on the way like garbage bins, lamp posts, and interlocking blocks. Another hindrance is that there is no transparency or accountability in the manner the funds are utilized.
