The State Irrigation Department faced the music on Monday as city based Prayas Group and the forum formed under the Peasants and Workers’ Party leader, N D Patil, to push for pro-people water policy, criticized the decision of the department to have the rights of diverting dam water for urban use and industrial purposes.
After issuing a regulation on September 17, the department now holds the power to divert water from the dams whenever required.
Bharat Patankar convener of the forum while addressing a press conference here on Monday said, “From 2003 to 2010, a high power committee permitted diversion of some 1,500 million cubic meters of water for industry and urban use. The diversion of water, which was reserved for agriculture purpose, affected crops on 2.62 lakh hectares as the crops were deprived of water.”
“The high power committee formed in 2003 comprises ministers from irrigation, industry, agriculture, water supply and finance ministries. The committee diverted water from dams like Hetawane (Konkan), Upper Wardha and Gosikhurd for thermal projects and urban usage. The committee violated the Maharashtra WaterResources Regulatory Authority Act, 2005, which directs the government to provide water for agriculture purpose,” he said.
Patankar also claimed that of the 1,500 million cubic meters of water, around 89 per cent has been diverted in the last three years alone.
A couple of cases against the water diversion are pending in the court. N D Patil has filed a case regarding diversion of Hetawane dam water and the second one against the diversion of Upper Wardha dam water. Both the cases lie before the Nagpur bench of the Bombay high court. Patankar said, “To avoid embarrassment, the irrigation ministry issued the ordinance, which would be shortly tabled in the winter session of state assembly by the government for approval. The ordinance also states that such decisions cannot be challenged in the court. In the coming winter session of state assembly, the government is planning to table a bill in this regard.”
A study report submitted by Prayas Group says that the minutes of the meeting of the irrigation department show only 45 percent of the water diversion. There is no mention of the diversion of the remaining water. As many as 2,885 million cubic meters water has been diverted in the last seven years and it has badly affected crops on 37,621 hectares in Maharashtra.
The observations of the study also say that 54% of the diverted water was put in use for industrial purpose, out of which 61% was diverted for thermal power plants, 21% for MIDCs and 16% for SEZs. The water diverted for urban purposes is mainly for blooming metropolises, says the report.
