In a rather queer development, a study revealed that more than 32.5 per cent of the total population of Pune lives in slums. The study also found out that the 477 slum pockets in the city lie on just about 2.34 per cent of the entire land area of the Pune Municipal Corporation (PMC).
NGO Mashal has prepared a unique ‘Slum Atlas of Pune City’, which shows that around 11, 50,000 people (2, 11,423 families) reside in slums in Pune city. The study had been carried out from the year 2008 by actual mapping of slums and doing a ground survey. Mashal later presented the findings before the Pune Municipal Corporation (PMC) on Tuesday. It has been said that the Atlas will be officially launched next month.
The PMC’s Environment Status Report (ESR) has been depicting the slum population of the city as 40 per cent of the total population. Nevertheless, civic officials and Mashal claim that it was a crude figure, which was not backed by any form of detailed study. “The figure that Mashal has now arrived at is the most practical one, for our volunteers conducted a house-to-house survey. A meticulous exercise was undertaken to collect the data. Till date, there was no statistical analysis done to support the 40 per cent figure,” Sharad Mahajan, executive director of Mashal.
Mahajan made a presentation of the atlas on Tuesday, which was attended by deputy municipal commissioner D S Molak, Slum Rehabilitation Authority (SRA) additional chief executive officer for Pune and Pimpri-Chinchwad area Dr Sanjay Kolte, PMC leader of Opposition Aba Bagul, activist Sanskriti Menon, Yashada documentation officer Dr Jyoti Shetty, Urban Community Development (UCD) project officer Vasant Patil, Jigisha Mhaskar of Cooperative Housing Foundation (CHF), Mashal vice-president Mukund Ghare and many architects from the city.
Mashal prepared the slum atlas in collaboration with the urban community development department of the PMC, CHF international, India, and the Slum Rehabilitation Authority (SRA).
Mahajan said that the maps have also been overlaid on the development plan of Pune to get an idea about where precisely the slums are located in the city, i.e., on hill-tops, green belt, reserved areas, etc. As per the report, maximum number of slums (62) falls in Bhavani Peth and Dhole Patil road wards and the minimum in Dhankawdi (5).
Mahajan further informed that the atlas will be a base document for formulation of policies or to take decisions on making Pune a slum-free city.
“Mashal supports housing right and choice of approaches to solve the problem of slum-dwellers. For achieving that objective, it is significant to put the maps and information in public domain. We intend to provide these maps and information to PMC officials, SRA registered developers, elected representatives architects, political parties, NGOs, researchers and policy-makers,” Mahajan added. Deputy Commissioner of the PMC Dnyaneshwar Molak said that the atlas will serve as an important document for the information will help the PMC officials take decisions to better the quality of life of slum-dwellers.
“The gathered data will be purposeful in implementing the Rajiv Awas Yojana launched by central government to provide homes for the poor and slum-dwellers,” said Sanjay Kolte, additional chief executive officer of the SRA.
Mashal will bring out all the slums-related maps and information in the public domain shortly in the form of a set of 15 booklets, whish shall include a booklet for Pune city and 14 for all administration wards along with CDs.
“I think the atlas is a very interesting one, and it can prove to be really helpful to make this city a slum-free one. I personally congratulate Mashal for attempting to make Pune a better place to live. PMC officials must take the findings of the survey seriously and use it in the process of slum-rehabilitation,” said Amey Hardikar, a resident of Kothrud.
